Functions of the Public Affairs Department

The Public Affairs Department will not only enlighten the general public on the activities of the Commission but will also seek to mobilize support and resources for these activities. To reflect this wider mandate, the department will be divided into three divisions. These divisions are:

  1. Media Relation And Publicity Division

This division will concentrate on increasing media support and coverage of the Commission's activities through strengthened partnership with the media. This division will:

•  Develop and implement strategies for effective media coverage for the Commission's activities.
•  Organise and facilitate media briefings.
•  Organise seminars, workshops on the key activities of the Commission.
•  Write and publish feature articles in the print media.
•  Organise radio and television discussion, phone-in programmes and other media activities.
•  Establish and maintain contracts with media houses.
•  Organise passages (Hotel accommodation and Airport reception) for Chairman, Federal Commissioners and Director-General and Visitors of the Commission.
•  Obtain Visa, passport and other traveling documents for commission's staff on foreign assignments.
•  Relate on behalf of the commission with federal ministries and agencies, state governments and the general public and
•  Organise exhibitions, shows and other public events on the activities of the commission.

2. Advocacy

The concern of this division will include securing continuous commitment of government, legislature, policy makers, organized private sector, non-governmental organizations etc. The functions include:

•  Improving and soliciting participation of stakeholders especially data end users in the activities of the Commission.
•  Identifying issues for publicity and advocacy during different stages of Commission's activities.
•  Ensuring effective support, co-operation of the national, state and community leadership for the Commission's programmes.
•  Devise ways and means of reducing political interference in the operations of the Commission in order to ensure the acceptability of results and programmes and
•  Strengthen the capability and capacity of the department to carryout adequate publicity through constant training of the staff.

3. Resource Mobilization

The division will work to secure resources both within and outside government to implement the activities of the Commission. Its specific functions include:

•  To mobilize resources from the tiers of government to support NPC's activities.
•  Eliciting support and commitment from donor agencies and other international organizations.
•  Encouraging and working in partnership with the private sector and NGO's to use their resources to support Commission's activities, the National Population Policy and Vital registration.
•  Established mechanism to recover pledges from donors and private sector.
•  Securing government commitment to fund the census from the preliminary stages to promoting data utilization.
•  Devising ways of making census operations and other activities of the commission more cost effective or reducing costs of activities without compromising quality and achieve reliable results.
•  Obtaining adequate financial material resources for publicity during data processing and analysis operations.
•  Promoting increased use of census products and other services of the commission.
•  Meeting with parliamentary Committees on Population activities.
