Functions of the Administrative Department
Administration Department is one of the service departments of the Commission. It has three divisions namely:
1. Appointment, Promotion and Discipline
2. Training and Service Welfare
3. Supply and Transport
Each division has various sections and the functions of the sections are stated below:
- APPOINTMENT, PROMOTION AND DISCIPLINE DIVISION
The Division has four sections:
a. APPOINTMENT AND REGULARISATION
- Appointment/ Recruitment of permanent staff and ad hoc staff
- Regularization of Appointment
- Staff documentation, Records, Nominal Roll
- Transfer/Secondment/Leave and Retirement
b. PROMOTION
- Preparation of briefs on eligible officers for promotion;
- Conduct of promotion examinations (written and oral) for eligible officers;
- Process the results of promotion examination, advancement, conversion and upgrading of officers for consideration by relevant committees for approval and;
- Liaise with the office of the Head of the Civil Service of the Federation, the Federal Civil Service Commission and any other related bodies on matters concerning promotion, advancement, upgrading, conversion, certificate evaluation etc.
c. MANPOWER BUDGET
- Compute and update yearly the personnel cost of the Commission;
- Process documents for defense of personnel cost of the Commission at the Office of Head of Service of the Federation;
- Presentation of yearly manpower needs and declaration of vacancies for promotion etc and;
- Serve as liaison between the Commission and the Office of the Head of Service of Federation on all matters concerning staff records.
d. DISCIPLINE
- Investigate disciplinary cases as may be reported and recommend appropriate disciplinary measures in accordance with Public Service Rules;
- Placement of, and handling of matters relating to Youth Corpers, Industrial Training Students and;
- Issuance of monthly clearance letters to Youth Corpers
2. TRAINING AND SERVICE WELFARE DIVISION
The division has three sections namely Training, Service Welfare and Pension.
a. TRAINING
i. Identification of Training needs;
ii. Nomination of officers for appropriate training;
iii. Preparation of the Commission’s training budget and;
iv. Issuance of training related circulars.
b. SERVICE WELFARE
i. Renting/Renewal and Renovation of Office Accommodation;
ii. Cleaning of the office environment and ensuring security of premises;
iii. Payment of Burial Expenses and other related expenses;
iv. Processing of Medical Expenses not covered by National Health Insurance Scheme (NHIS) for refund.
v. End of Year package welfare and;
vi.Monitor and Co-ordinate all Activities of the Staff Union and Co-Operative Societies.
c. PENSION
i. Processing and payment of the gratuities and other entitlements of retiring staff;
ii. Processing and payment of the monthly pension to retired staff;
iii. Liaise with National Pension Commission on the Contributory Pension Scheme
3. SUPPLY AND TRANSPORT DIVISION
The division has four units. They are Transport, Maintenance, Store and Communication
a. TRANSPORT
iMaintenance, Supervision and Servicing of Commission’s vehicles and;
ii. Taking inventory and audit of vehicles
b. MAINTENANCE
- Ensure steady supply of electricity and water in the office;
- Servicing and fuelling of generators and other electrical appliances and;
- Sanitation of the office environment including periodic fumigation
c. THE STORE
i. Security of Commission’s documents / records and equipment;
ii. Receipt and keeping materials in the store and document them in the appropriate ledgers and;
iii. issuance of materials to departments, States & F.C.T
d. COMMUNICATION
- Enhance effective communication network between Headquarters, States and F.C.T. and other related organizations both locally and overseas;
- Collection and distribution of mails between the headquarters and state offices as well as to and from external bodies and;
- Processing of payment of NITEL and NIPOST bills
